Man on bail for sexual assault arrested for allegedly violating his release conditions

A 37-year-old man who is out on bail on charges of allegedly sexually assaulting a 15-year-old boy and beating him up was arrested last Monday in Koblerville for allegedly leaving his house several times in violation of the terms and conditions of his release.

Jorlard Osilek Borja was taken before Superior Court Associate Judge Teresa Kim-Tenorio Tuesday afternoon for alleged violation of the terms and conditions of his release.

Kim-Tenorio imposed a $5,000 cash bail.

According to Attorney General’s Investigation Division investigator Lawrence L. Pangelinan, Borja was charged last September with sexual assault in the second degree, assault and battery, and disturbing the peace.

Last April 10, the court allowed Borja to post bail and placed him under house arrest with several terms and conditions.

Pangelinan said an eyewitness disclosed to him that Borja left his home without his third-party custodian and drove an individual to her home last June 21.

The eyewitness also reported that last May 13, the defendant again left his house without his third-party custodian to pick up an individual at her residence.

The eyewitness further revealed that on the same day, May 13, Borja left his house with his third-party custodian and a minor in one vehicle to attend a party in Chalan Kanoa.

The party venue is allegedly located within one mile of the alleged victim’s residence.

Pangelinan said he checked Borja’s residence in Koblerville last June 22 twice and last June 23 once, but no one came out.
