Man admits to making crystal meth

David Muña Sablan pleaded guilty yesterday in federal court in connection with the two bags that he left behind in Garapan that were found to contain chemicals and items used in making methamphetamine or “ice.”

Sablan, 38, pleaded guilty to conspiracy to manufacture methamphetamine. The offense carries a maximum penalty of not more than 20 years in prison, a fine not to exceed $1 million, supervised release, restitution, and a $100 special penalty assessment.

Sablan will be sentenced on Sept. 7, 2018.

Janet H. King is the court-appointed counsel for Sablan. Assistant U.S. Attorney Garth Backe is prosecuting the case.

Some police officers who were victims in this case were also in the courtroom.

In his admission, Sablan said that he conspired with at least one other person last March 15 to manufacture methamphetamine

Allegedly at the instruction of another person, Sablan obtained items such as lye, lighter fluid, plastic bottles, and tubing, to make methamphetamine outside the Best Poker arcade in Garapan last March 15 using the makeshift “shake and bake” method.

As part of the plan, Sablan was supposed to get some of the “ice” for his personal consumption and that another person would get the rest to sell to others.

Sablan admitted purchasing pseudoephedrine at local pharmacies last Jan. 13 and Jan. 15 twice, and last Jan. 22, for the purpose of making methamphetamine.

Sablan threw behind a backpack and a bag that contained chemicals and items used in making “ice” during a police chase in Garapan last March 15. Four police officers complained of nausea and dizziness, and vomited after opening the bag and inhaling the chemicals.

The case is being handled by U.S. District Court for the NMI Chief Judge Ramona V. Manglona.
