Speeding truck kills drunk pedestrian
A speeding pickup truck being driven by a male teenager who was allegedly intoxicated hit and killed a heavily drunk male pedestrian along Chalan Pale Arnold Road in front of the Commonwealth Health Center in Garapan early Sunday morning.
Department of Public Safety spokesperson Jacqueline Rae Shepard said yesterday that the pedestrian sustained multiple injuries and was pronounced dead at CHC at 6:23am.
No other descriptions were given about the victim.
Shepard said the driver, 18-year-old Alvin Limes Pua, and his female passenger were treated at CHC for injuries.
Pua was later arrested after he tested positive for consuming alcohol over the legal limit.
Shepard said Pua was speeding and unlicensed at the time of the crash.
A male caller phoned 911 Sunday at 4:26am to report a vehicle crashed and overturned in front of the Commonwealth Health Center.
Shepard said the crash occurred in the southbound outer lane, and northbound shoulder of Chalan Pale Arnold Road.
According to several witnesses, the pedestrian, who appeared heavily drunk, was walking south when a beige pickup truck hit him.
“This case is still under investigation,” Shepard said.
Last April 1, a 38-year-old man was hit and killed during a hit-and-run incident involving a sports utility vehicle at the intersection of Chalan Pale Arnold Road and As Mahetog near the Saipan Ice and Water Co.
The victim, a local Chinese, sustained several injuries and was pronounced dead by an attending physician at CHC.
David Desebel Kapileo, 50, the alleged driver of the SUV, was arrested last Friday on charges of homicide by vehicle, violating the speed limit, reckless driving, and driving while under the influence of alcohol. He is still in detention after failing to post a $100,000 cash bail.
