NMC summoned for financial review

A Senate committee has summoned the management of Northern Marianas College to report on their finances pertaining to delegation appropriation as well as Federal Emergency Management Agency funding.
In a Feb. 6, 2018 letter, Sen. Justo Quitugua (Ind-Saipan), who chairs the Senate Committee on Education and Youth Affairs, summoned NMC president Dr. Carmen Fernandez to report on NMC expenditures.
Citing appropriations of Saipan Local Law 19-6 and 19-8, NMC was allocated a total of $1.28 million for the repair and renovation of facilities on NMC damaged by Typhoon Soudelor and for an electrical system upgrade as well as a water and sewage system.
According to Quitugua, S.L.L. 19-6 provided that NMC would report to the delegation chair on a quarterly basis on the expenditure of funds.
The letter added that the committee knew of NMC partaking in the FEMA Alternative Pilot Project, which utilizes Public Assistance Grant Funding awarded to NMC for the construction of new facilities rather than the repairing of present facilities constructed over 50 years ago.
“As chairman for the Senate Standing Committee on Education and Youth Affairs, it is pertinent that the committee be kept abreast of the expenses of our sole college to ensure continued progress in providing a safe, secure, and sustainable campus conducive to the learning environment of our students,” Quitugua stated, adding that the information would be used as measure to address the needs of NMC.
NMC is requested to respond to the letter three days prior to their meeting, which is to be conducted next Wednesday, Feb. 21, 2018 at 10am in the Senate chamber on Capitol Hill.
Quitugua further requested for NMC to submit expenditure report of funding allocated under S.L.L. 19-6 and S.L.L. 19-8; and expenditure report and status of funding awarded or reimbursed under the FEMA Alternative Pilot Project and other FEMA grants; the current status of repairs, renovations, and construction of facilities on the NMC campus that have been completed, ongoing, or pending; and “any other pertinent information regarding this matter.”
