HK passenger sentenced to over 3 years imprisonment
A Hong Kong passenger who was found concealing methamphetamine in his luggage has been sentenced to serve over three years in prison.
Nairu Li, a 45-year-old male, was arrested for unlawful importation of a controlled substance.
During an inspection by Customs inspectors at the Francisco C. Ada-Saipan International Airport on June 22, 2017, methamphetamine or “ice” was found hidden in Li’s luggage.
During the sentencing hearing held last Dec. 15 at the NMI District Court, U.S attorney Garth Backe, in behalf of the government, recommended Li be sentenced to serve an imprisonment term at the low end of the guideline range that attorney Colin Thompson in behalf of Li agreed to.
The court sentenced Li to serve a total of 37 months under the Bureau of Prisons and District Court for the NMI Chief Judge Ramona V. Manglona credited Li for his time served of 177 days.
In addition to the court sentence, Li will also be placed in an institution that includes a substance abuse program.
Immediately after his release from prison, Li will be placed on supervised release for three years.
During his supervised release, Li must abide by the mandatory conditions imposed by the court.
Li will be mandated to submit to one drug test within 15 days after his release and two more tests without exceeding eight drug tests per month.
During his supervised release, Li will also cooperate in the collection of DNA as directed by the probation officer.
Li must also comply with the Standard Conditions of Supervision that will be utilized by probation officers as a basis for the reports they will make to the court, a way to be kept informed, and to monitor improvements to Li’s condition.
In addition to the mandated conditions, Li must also comply with a few special conditions after his release from prison.
Li must report to immigration official for deportation proceedings.
Li must also participate in a substance abuse treatment program approved by the U.S probation office.
All fines against Li were waived because of his inability to make payments.
