Two convicted murderers apply for parole
Two convicted murderers have applied to be granted parole.
The Board of Parole heard yesterday the parole application filed by Shawn C. Appleby and Jesse James B. Camacho. The board also heard the parole application of Jose B. Manglona Jr. and conducted a revocation hearing on parolees Robert Jake Palacios and Alvaro J. Cabrera.
BOP chair Ramon B. Camacho and members Cecilia K. Selepeo, Wally F. Villagomez, and Ignacio S. Mendiola will deliberate today, Friday. Board member Alexander Apatang was not present at the hearing.
Chief Prosecutor Michelle Harris opposed the granting of parole for Appleby, Camacho, and Manglona.
Appleby is currently serving a 40-year prison term for killing Byung Ok Suh in November 1996 after robbing the victim’s store, Chalan Market.
Appleby bolted from prison on Oct. 10, 1999, with two other inmates. He was later sentenced to a year in prison, on top of the 40-year sentence.
Jesse James Camacho was the mastermind in the killing of a 13-year-old boy in Dandan in April 1998. He was sentenced in June 1999 to 45 years in prison. The victim was stabbed 37 times in his own home as part of initiation rites for membership into the so-called Red Rum gang.
Camacho’s two co-defendants, both minors at the time, entered a plea deal with the government and were sentenced to two years each.
In Manglona’s case, he was sentenced in 2015 to two years and six months in prison for theft and violation of probation.
Palacios was sentenced in 2012 to one year in prison for assault, disturbing the peace, violating an order of protection, and stalking in the first degree.
Cabrera was slapped with a sentence of three years in prison in November 2015 for theft and violating the terms of his probation. Cabrera admitted violating the conditions due to personal matters.
