Naval Base Guam to conduct Command Assessment of Readiness and Training
SANTA RITA, Guam—U.S. Naval Base Guam, along with various Navy first responders, will participate in the Command Assessment of Readiness and Training on Feb. 20-24. CART is a Commander, Navy Installation Command program that evaluates installations on their response capabilities and ability to train their personnel in various scenarios.
The exercise, which will take place on Naval Base Guam to include Apra Harbor, involves training scenarios that replicate real-world events, and is designed to enhance the training and readiness of Navy security forces to respond to threats to installations and units. CART is not in response to any specific threat, but is a regularly scheduled exercise.
This exercise will incorporate blank ammunition fire as part of simulated attacks. Residents are advised to not be alarmed if they see or hear an increase in military presence in the Naval Base Guam area. The exercise is scheduled to last from 8am to 4pm.
During CART, first responders will have to react to a crisis, result in elevating the Force Protection Condition of the base. Residents and patrons are advised that during the week the FPCON will change, requiring full ID card checks at the gates. Additionally, the Trusted Traveler program—a program that authorizes DoD ID card holders to escort guests onto NBG—will be suspended during the higher FPCON. All vehicle occupants will be required to provide an approved base access credential.
There is the possibility of increased patrols and security activity on and around NBG as a result of this planned training.
As part of the exercise, the NBG Giant Voice system will be activated. (PR)
