OAG files charges vs rookie cop who beat up wife
The Office of the Attorney General has filed formal charges against a rookie police officer who was arrested last week for allegedly beating up his wife, also a police officer, inside their car along Beach Road in Susupe.
Acting chief prosecutor Heather Barcinas filed on Monday an information charging the 38-year-old Ramon Saures Kaipat with assault and battery and disturbing the peace.
As this developed, the preliminary hearing did not push through yesterday as the Office of the Public Defender and four other lawyers were all conflicted out as court-appointed counsel for Kaipat.
The court will continue working on appointing a lawyer for the defendant.
Associate Judge Joseph N. Camacho moved the preliminary hearing to Jan. 31, 2017.
Barcinas stated in the information that Kaipat hit his wife several times on the head and body using his hands and knees last Jan. 13.
Police officers led by detective Simon T. Manacop reportedly responded to the parking lot across the Truongs Restaurant at 11:18pm after receiving a call about a disturbing the peace incident.
Manacop saw Kaipat on top of his wife on the passenger side seat of a Nissan Altima car. Kaipat was reportedly holding down his wife’s head on the seat. The wife was stepping on the car’s horn, causing it to honk several times.
The wife told police that she and Kaipat just came from a party for patrol officers at a hotel and while she was talking with her sister on the cellphone, he grabbed the phone and her hair and punched her head and face. He also allegedly wrapped his arm around her neck in a headlock.
