DPS: Kidnapping call is classified a prank call

On Thursday, Dec. 28, 2016, at about 6:15pm DPS Central received a call from a possible kidnapping victim on the 911 emergency line. The female caller’s voice was panicking over the phone, crying, claiming she and another girl were assaulted and were being kidnapped by two Asian males operating a blue Yaris.
The victim’s cell phone went dead and DPS Dispatch attempted to call the caller back for details. After several attempts the victim answered the phone and claimed she and the other kidnapped female were on a dirt road in Kannat Tabla village. The phone went dead again. Police officers were dispatched to the area.
The victim was sobbing on the phone and sounded in fear of her life. DPS activated all available personnel to search for the victims and suspects operating the blue Yaris. The Criminal Investigation Bureau, Federal Bureau of Investigation, Commonwealth Ports Police, and Drug Enforcement Task Force were assisted by providing law enforcement personnel and setting up a command post at the San Vicente Church parking lot area. Law enforcement spread out the island searching for the blue Yaris. Detectives were able to text the victim on her cell phone confirming the kidnapping incident and attempting to obtain the victim’s location.
Checkpoints were set up on Capital Hill, Kagman, Dandan, and San Vicente villages, while police investigators obtained a search warrant signed by Superior Court associate judge Joseph N. Camacho to obtain the phone records from IT&E to help locate the phone records, subscriber/owner triangulation of the phone listed on the 911 caller ID.
Upon serving the warrant on IT&E, police located the owner/subscriber of the phone and residence location. The phone was seized by police early Thursday morning, Dec. 29, 2016, at 2:18am. Preliminary investigation revealed the phone call was a prank. Police confirmed the names given to the 911 operator and locations were fictitious. The kidnapping case was disregarded. Over 50 law enforcement personnel from local and federal agencies were activated as a result of the prank call. The investigation is ongoing. (DPS)
