Guerrero: Charges cast shadow on DPS
The arrest of former Department of Public Safety Commissioner James C. Deleon Guerrero and Police Officer 3 Jesse S. Concepcion on charges of sexually assaulting a 15-year-old girl has cast a shadow over DPS personnel and their services, according to DPS Commissioner Robert Guerrero.
“It’s sad because it involves one of our officers and former commissioner,” said Guerrero in an interview yesterday.
Guerrero said now that charges are filed in court, the matter is now with the judicial system.
The DPS commissioner said he is asking the public to continue trusting and supporting the department as the officers will continue to work, providing safety services to the community.
Guerrero said he believes that the former commissioner and Concepcion are the ones getting more embarrassed with the situation they put themselves in.
Guerrero said police officers are just continuing to do their job because they are professionals and hard working.
The commissioner said he will continue supporting DPS personnel.
On DPS’ morale, Guerrero said some are upset about it, but as a whole, DPS personnel would bounce back and continue to do their work.
Guerrero said when Gov. Ralph DLG. Torres appointed him to replace Deleon Guerrero as DPS commissioner, the information about Deleon Guerrero’s involvement in the sexual assault case was not available.
Guerrero said a month ago, he heard that the investigation was ongoing, but he was not told who are the people involved.
He, however, stated that he started hearing about the involvement of the former commissioner and Concepcion in recent weeks.
Investigators from the Attorney General’s Investigation Division arrested Deleon Guerrero on Friday and Concepcion on Thursday for sexual assault in the first degree and sexual assault in the second degree. The two are out on bail and are placed on house arrest.
AGID investigator Vicente Boki Babauta stated in his report that in June to July 2013, while Deleon Guerrero was DPS commissioner, he engaged in sexual intercourse with the then-15-year-old girl on two different occasions in a DPS T-100 truck at a secluded San Antonio beach site.
Babauta said that in June to July 2013, Concepcion, while a DPS officer, engaged in sexual intercourse with the same minor girl on several occasions in a DPS T-100 truck at the San Antonio beach site.
