Cop arrested for sexual assault of minor
Arrest warrant also issued against former DPS official
Investigators from the Attorney General’s Investigation Unit, accompanied by special agents from the Federal Bureau of Investigation, arrested yesterday morning a police officer who allegedly sexually assaulted a minor girl.
Multiple sources disclosed that Police Officer 3 Jessie Concepcion was served with an arrest warrant at the Department of Public Safety’s impounding lot in Lower Base at 10:01am.
Sources also revealed that an arrest warrant was also issued against a former ranking DPS official related to Concepcion’s case. Saipan Tribune opted to withhold the name of the defendant as he is reportedly off-island.
Sources said Concepcion was arrested for sexual assault of a minor in the second degree involving a then-15-year-old girl.
Sources said the charges against Concepcion and the former DPS official are connected to the allegations against Raymond B. Roberto.
In September 2014, Roberto, a former acting director of the CNMI Division of Fish and Wildlife, was acquitted by a federal jury of charges that he enticed three minor girls to engage in prostitution and tampered with a witness while he was in jail.
A bail hearing in the Superior Court is expected to commence today, Friday, in the case against Concepcion.
Sources said Superior Court Associate Judge Kenneth L. Govendo issued the two warrants of arrest.
