DFW employee allegedly threatens to kill girlfriend, 2 cops, their families

An employee of the Division of Fish and Wildlife allegedly created disturbance during an argument with his girlfriend at her house in Illiyan last weekend, resisted police arrest, and threatened to kill her and two police officers and their family.
Police said Steven Pangelinan Rasa also bragged he is untouchable because of his family’s strong connection with government officials.
Rasa, 40, was arrested on Saturday at 4:02am for assault, criminal mischief, disturbing the peace, criminal trespass, obstruction of justice, resisting arrest, and unlawful contact.
At a hearing yesterday, Superior Court Associate Judge Joseph N. Camacho imposed a $20,000 cash bail and set the preliminary hearing for April 19.
Assistant public defender Tillman Clark was appointed as counsel for Rasa. Assistant attorney general Chester Hinds appeared for the government.
Police Detective Peter A. Aldan stated in his report that Rasa arrived in a taxi at the house of his girlfriend in Illiyan on Saturday at 9pm and knocked on the door.
The girlfriend, who was awakened, let Rasa in and told him that she had a long day and wanted to rest. Rasa decided to step outside, where he smoked cigarette and consumed wine.
Later at 3am, Saturday, the girlfriend was awakened again when Rasa walked into her bedroom and started saying crazy things like he’s a ghost and that he wanted to beat up somebody.
The girlfriend asked Rasa if he was threatening her and told him to sleep. She also asked if he was on “something.”
Rasa started raising his voice. The girlfriend told him he was too loud and was waking up her son.
The girlfriend asked Rasa to go with her outside to smoke. When he walked out the front door, she, however, instead closed and locked the front door.
Rasa was yelling at her to open the front door. He kept on pounding on the glass of the front door with his fist.
Rasa yelled at his girlfriend to come out or else he would kill her. She told him to get a taxi and leave because he was getting loud and rowdy.
At 3:54am, the girlfriend called the Department of Public Safety, informing the police that there was a disturbance at her place and that Rasa walked on Beach Road and she was afraid he might hurt whoever he comes across with.
On the way out of the house, Rasa punched and smashed the rear window of a 1995 Toyota Land Cruiser registered to his girlfriend’s friend.
A moment after calling the police, Rasa came back with a bloody right hand and began throwing plastic chairs around the front door.
Rasa punched a big hole on top of a plastic table. He also punched the front glass door as he demanded his girlfriend to open the door.
After calling police for help, the girlfriend armed herself with a machete to defend herself and her 13-year-old son.
When Police Officer Daniel Kintol arrived, Rasa was standing at the front door of the victim’s house. As the officer was talking to the girlfriend to find out what was happening, Rasa stood up and shouted profanities at her and walked aggressively toward her.
Kintol instructed Rasa to step aside, but he refused and instead became aggressive toward the officer.
The officer attempted to secure Rasa in handcuffs, but he pulled away and resisted.
During the struggle, the officer managed to secure Rasa in handcuffs. While the officer escorted him to his patrol vehicle, Rasa confronted the officer.
“You don’t know who I am? I am strong. I got power in the government! You’re nothing! May family is Kazuma and I hope I don’t kill you and your family,” Rasa was allegedly quoted as saying to the officer.
Rasa asked the officer where he is from. When Kintol replied he came from Palau, Rasa told the officer that he is going to regret this because he is going to kill him and his whole family.
Rasa stated he works at the Division of Fish and Wildlife and that he knows the people in the government and that Kintol would lose his job.
Two other police officers came and assisted Kintol in detaining Rasa.
Rasa again stated he was going to kill Kintol and that he is powerful and that he is a ghost because he is untouchable.
While being transported to the Department of Corrections, Rasa allegedly threatened to kill Police Officer Carlo Evangelista and his family.
Police said Rasa also stated he has a lot of power in the government because of his family.
