DPS, ABTC hold joint operation on sale of alcoholic beverages to minors

Joint operations conducted by the Department of Public Safety and the Alcohol Beverage & Tobacco Control Division at 10 different stores on Saipan last week led to the arrest of 10 people allegedly selling alcoholic beverages to an underage person.

Of the 10 arrested, the Office of the Attorney General as of yesterday charged six persons—Shun Jin Jin, Xiao Ying Li, Emma Fernandez, Tiang Rang Sablan, Eun Y. Hong, and Kuma Xiong Lee.

The six each posted $1,000 cash bail. At yesterday’s arraignment, the six defendants pleaded not guilty.

Superior Court Associate Judge Joseph N. Camacho appointed the Office of Public Defender as counsel for the six defendants. Assistant attorney general Heather P. Barcinas appeared for the government.

The OAG is expected to file charges any time this week against the remaining four persons.

The OAG charged each of the six defendants with one count of selling alcohol to an underage person and without an identification card.

According to separate information filed by Barcinas yesterday, except Fernandez, the unlawful selling of alcoholic beverages happened last March 28. Fernandez allegedly made the unlawful selling last March 29.

The six defendants allegedly unlawfully sold alcoholic beverages to a person under the age of 21. They allegedly sold the alcoholic beverages to the person who was not in the immediate possession of an official identification card issued by the government of the municipality in which he/she resides.

The identification card bears the possessor’s name, sex, weight, height, and date of birth indicating that the possessor is 21 years of age or older, according to Barcinas.
