NAP seeks proposals from vendors for new eligibility system

Request for Proposals for a New Eligibility System for the CNMI Nutrition Assistance Program has been published beginning March 15, 2016 through June 13, 2016. The NAP is seeking for sealed proposals from interested, licensed and qualified firms to provide “CNMI Nutrition Assistance Program’s Eligibility System.”

NAP is looking to engage with a vendor that will improve the operation and service level of the CNMI NAP program by replacing the current system with a modern, comprehensive system that better meets the needs of the CNMI. A copy of the RFP may be picked up at the NAP office, JTV Building in As Lito. Questions regarding the RFP must be submitted in writing and are due no later than the close of business, April 28, 2016 and should be directed to: NAP administrator Walter Macaranas at P.O. Box 501488 Saipan, MP 96950 or call 2372844 or fax 6642850 or email dccanap@pticom.com.

Responses to questions shall be shared with all registered firms. It is mandatory that all interested parties register with the CNMI Division Procurement & Supply by May 13, 2016. Once registered, you will be notified should there be any amendments made to this RFP. To register, contact Vivian M. Lizama at procurement@pticom.com.

All proposal submissions must be sealed, shall be marked “RFP16-DCCA/NAP-079” and submitted in an original, and four (4) copies no later than 10am, local time, on June 13, 2016 to the Office of the Director of Procurement and Supply, Lower Base Drive, Saipan, MP 96950.

Proposers located outside of the CNMI may obtain an additional seven (7) working days for receipt of their proposal by submitting a Notice of Intent to Propose. Notices of Intent to Propose must be received by the Director of Procurement and Supply no later than 10am, local time, on June 13, 2016, and may be transmitted via facsimile to 6641515 or via email to procurement@pticom.com.

In addition, proposers located outside of the CNMI, one original and four (4) copies of sealed proposals must be postmarked by the U.S. Postal Service or the official government postal service of a foreign country no later than June 13, 2016 and the proposal documents must be received at the Office of the Director of Procurement and Supply, Lower Base Drive no later than June 21, 2016.

Proposals sent from proposers located outside of the CNMI must be marked RFP16-DCCA/NAP-079 and addressed to Division of Procurement and Supply director Herman S. Sablan, Lower Base Drive, P.O. Box 510008 C.K., Saipan, MP 96950.

Note that failure to submit the required number of copies may be caused for rejection of proposal.
