NAVFAC Marianas addresses audit report recommendations

PITI, Guam—Naval Facilities Engineering Command (NAVFAC) Marianas announced it addressed all recommendations in the Department of Defense (DoD) Office of Inspector General (OIG) Audit Report of July 2, 2015, and completed all but one of the necessary corrective actions as of Jan. 4, 2016.

Corrective actions for the construction of the helipad are in progress with a completion date of later this summer. This project is located on Polaris Point at Naval Base Guam and was part of the construction of the Commander Submarine Squadron 15 (CSS-15) headquarters facility and the Consolidated Submarine Learning Center. These two buildings were turned over to the Navy for occupancy in September 2012.

To correct shortfalls, NAVFAC Marianas reevaluated the requirements for the helipad and developed a project package that met the applicable Unified Facilities Criteria (UFC). An updated helipad design addresses all noted deficiencies. Materials are on order and construction is anticipated to be complete later this summer.

By way of background, in June 2015 NAVFAC Marianas received a draft audit report from the DoD OIG. The command reviewed the draft report and concurred with the findings and recommendations contained therein and immediately began pursuing corrective actions. The final report was received and published July 2, 2015.

“In addition to bringing the facilities up to the required standards, NAVFAC Marianas reviewed planning, design and acquisition processes and conducted necessary professional training for the staff,” said NAVFAC Marianas Commanding Officer Capt. Stephanie Jones. “We are committed to working closely with the DoD OIG and regulatory agencies to continue to provide the highest quality products and services to our supported commanders,” Jones added.
