FEMA obligates $355K to Mayor’s Office for Soudelor cleanup
The Federal Emergency Management Agency has obligated more than $355,000 to the Saipan Mayor’s Office, according to special assistant Henry Hofschneider.
He said the money from FEMA is reimbursement for what they spent for village-to-village debris removal was already received by the central CNMI government.
“We just need to make documentations to the Capital Improvement Project office which is the temporary FEMA point of contact here. We’re working on that, we’re going to submit a bunch of documents,” Hofschneider said.
The total cost for the cleanup efforts was at $395,380. The 90 percent federal share was at $355,482, while the Mayor’s Office will shoulder the 10 percent, which is at $39,538.
This cost includes both labor and equipment expenses.
Hofschneider said the cost share of the Mayor’s Office will come from their general funding budget.
The Mayor’s Office also submitted project worksheets to FEMA for the repair of the animal shelter in Lower Base, the equipment shop in Chalan Kanoa, and the chain link fence of Sugar King Park.
The total cost for this was estimated to be at $474,074.
These projects would have to be built first before FEMA will reimburse them for the costs.
Hofschneider said they will have to submit progress billings.
He added that they would retain the design of these facilities but may add mitigation measures. Another requirement from FEMA is that they would have to have insurance for these facilities.
Hofschneider said they need to collaborate with the Department of Public Works in establishing the scope of work for the projects.
“In order for us to start construction on the animal shelter and the Chalan Kanoa equipment shop, we need DPW’s assistance to design the roof and electrical system. So that when we put that out for bid, interested bidders can have specifications,” Hofschneider said.
“We’ve communicated with Public Works and the secretary has assigned someone to help us wrap up the design and scope of work,” he added.
