Ex-cop summoned on allegations of ‘ice’ use
The U.S. Marshal Service summoned former police officer Florencio Q. Richards on Tuesday in connection with the U.S. Probation Office’s request to revoke his supervised release for allegedly using methamphetamine or “ice” again and committing other violations.
U.S. District Court for the NMI Magistrate Judge Heather L. Kennedy issued the summons against Richards last Nov. 19.
Richards was directed to appear in court today, Dec. 3, at 1:30pm.
According to U.S. Probation Officer Gregory F. Arriola, Richards tested positive for “ice” use and he admitted using the illegal drug on Oct. 11 and 21, 2015.
Arriola said Richards also failed to submit to a drug test on Oct. 11, 2015, and failed to report to the U.S. Probation Office for drug testing on Oct. 23, 2015.
Richards reportedly told the probation office that he was preoccupied with other activities and forgot to call the hotline, or that he had forgotten the appointment.
Last December, the federal court revoked Richards’ supervised release and slapped him with a nine-month prison term for violating his probation by repeatedly using methamphetamine or “ice.”
U.S. District Court for the NMI Chief Judge Ramona V. Manglona also ordered that upon Richards’ release, he will be placed on 24 months of supervised release.
In July 2014, Arriola disclosed to the court that Richards has not complied with the conditions of his supervision by using “ice” on May 31 and June 1, 2014.
In August 2011, the court sentenced Richards to 24 months in prison for distributing “ice” while he was still an active officer.
On Jan. 30, 2014, Manglona revoked the supervised release of Richards and sent him to three months in prison with credit for time served for using “ice” again. The judge ordered that after serving the three months in prison, the defendant will be placed on 33 months of supervised release.
