DLNR, NPS discuss commercial usage of Outer Cove’s fast land
Representatives of the National Park Service recently visited Saipan to discuss with the government turning over some land near the Outer Cove Marina that may be used for future developments.
In an interview last Thursday, Lands and Natural Resources Secretary Richard Seman said the department met with NPS.
“We were discussing what the possibilities are of conveying some of the fast land to DLNR so that developers, interested parties coming in to take over Outer Cove Marina might be able to provide development in that area,” Seman said.
Following the impending closure of the Outer Cove Marina after one of its gangway collapsed last July, DLNR is looking at issuing a request for proposal for private companies to develop the marina.
The fast land—the land that is above water surrounding the Outer Cove Marina—is under the jurisdiction of NPS while the submerged land is under DLNR.
Seman said this land could be used for the marina to be safer and have better turning and parking space.
“There are possibilities but it is something that must be coordinated or discussed with the concessionaire branch of the National Parks,” Seman said.
The branch deals with commercial activities inside national parks.
Seman said they may immediately do an RFP for the submerged land even before the fast land will be turned over.
“That can happen while we’re working on the fast land,” Seman said.
He added that they may issue separate RFPs for submerged land and fast land or both.
