Inos OKs $1M for NMC repairs

Gov. Eloy S. Inos has signed into law an appropriations bill moving $1 million to the Northern Marianas College for repairs and renovations following Typhoon Soudelor.

House Local Bill 19-10,S1, D2 also moves $8,865 for the utility costs for the basketball courts in Precinct IV.

The bill appropriates  $1 million from the Saipan Higher Education Financial Assistance to assist in the repair and renovation of facilities at the Northern Marianas College’s As Terlaje campus from damage caused by Soudelor.

NMC earlier reported that of the 18 buildings that sustained damage from the storm, four are inoperable.

According to the bill, the expenditure authority of these funds will be the president of the college. The president will report on a quarterly basis the expenditure of these funds to the chairman of the Saipan and Northern Islands Legislative Delegation.

The local bill also moved money to the Board of Parole and stated that the appropriated funds cannot be re-appropriated but Inos vetoed these provisions.

Inos, in a letter to the House last week, said the provision that moves money to the Board of Parole runs afoul of the local law definition by not specifying that the appropriation is limited and exclusive to the Third Senatorial District or Saipan. According to Inos, unlike the other provisions of the bill, the provision did not specify the third senatorial district.

Legislative delegations from each senatorial district are limited to local bills that pertain to matters within their district, according to the NMI Constitution.

Inos also vetoed a provision that prevents the appropriations from being re-appropriated, citing law that prevents local delegations from passing bills that limit future delegations from amending existing local laws.
