Ex-CUC chair allegedly molested 16-year-old

Police arrested yesterday morning in Garapan former Commonwealth Utilities Corp. board chair Francisco Q. Guerrero for allegedly molesting a 16-year-old girl.

Police officers served the 62-year-old Guerrero with a warrant on charges of sexual assault of a minor, indecent exposure, and disturbing the peace.

Guerrero was taken to the Superior Court yesterday afternoon for his initial appearance. He was represented by attorney Brien Sers Nicholas. Chief prosecutor Peter B. Prestley represented the government.

Nicholas said they are preparing the necessary papers to post a property bond for the his client’s temporary release.

Associate Judge Kenneth Govendo retained the bail amount at $25,750 cash and set a bail hearing for today, Tuesday, at 4pm.

Police detective Jesse K. Seman stated in his report that the police investigation started on Friday afternoon after a Division of Youth Services staff contacted the Department of Public Safety and reported a case of sexual abuse of a minor.

Seman and another detective proceeded to DYS where they interviewed the girl in the presence of her mother and a DYS staff.

Seman said that, according to the girl, Guerrero first sexually abused her when she was in ninth grade and that five other incidents happened after that. The latest was on May 25, 2012. The girl said she did not tell anyone because she was afraid and confused as to what would happen.

The girl said the worst abuse happened during the mid-part of this year when Guerrero brought her to the Veterans Cemetery in Marpi where he fondled himself and touched her privates.

Gov. Benigno R. Fitial recently appointed Guerrero to the Marianas Public Land Trust board. The Senate has yet to confirm his nomination.
