Woman seeks cops’ help against neighbor

A woman sought police’s help on Tuesday against a neighbor who has allegedly been causing her and her family some anxiety for repeatedly going inside their house uninvited.

Police arrested Joseph K. Sablan, 39, on Saipan for disturbing the peace.

Police said Sablan was also arrested last June 30 for allegedly trying to open the door of a house in Gualo Rai. He was also under investigation for allegedly trying to snatch a purse from a Chinese woman outside J’s Restaurant in Gualo Rai in May.

At yesterday’s hearing, Superior Court Associate Judge Teresa Kim-Tenorio released Sablan on his own personal recognizance. She also quashed bench warrants for Sablan’s several traffic cases and set a review hearing for Aug. 6, 2015.

Police detective Maverick M. Saures stated in his report that he and two other detectives responded Tuesday at 8:10am to a reported prowling incident at a residence. The report did not mention the house’s specific location.

Sablan was arrested as he was walking away from the house.

Saures said that, according to the complainant, she was inside the house when she heard the dogs barking outside. She looked out the window to check if it’s Sablan again when she heard the doorknob of the kitchen door rattling. She grabbed her keys and locked the doors. She then walked toward the front of the main door of the house and saw Sablan walking away from the house.

The complainant told police that Sablan also walked inside her house last March, and that her younger brother saw him standing in the kitchen. Sablan walked out when told to leave.

The complainant said they are scared of what Sablan might do in the future because they would hear him screaming and banging items from his residence.
