CDA board loses quorum
The Commonwealth Development Authority board lacks quorum after Gov. Eloy S. Inos withdrew his nomination of a board member earlier this month.
In a June 10 letter to Senate President Victor B. Hocog (Ind-Rota), Inos did not state his reasons in withdrawing the nomination of Tom Glenn A. Quitugua to the CDA board.
He stated, “It is with deep regret to inform you that I am withdrawing [Quitugua’s] appointment at this time.”
Just last April 15, Inos wrote to re-nominate Quitugua to serve on the CDA board representing the first senatorial district, or Rota.
The appointment had yet to be advised or consented by the Senate.
In his June letter to Hocog, Inos apologized for any inconvenience to Hocog or other members of the Senate for his withdrawal of his nomination.
For about a week in April, the board lacked enough members to vote on the qualifying certificate of the proposed development, “Ocean Vista Resort” on Capital Hill.
The certificate was later approved by the board after it was made known that Inos had re-nominated Quitugua.
One matter, among others, waiting for board review is the Commonwealth Utilities Corp.’s request that CDA suspend the debt and interest payments the utility owes to them.
