Inos signs two new laws

Gov. Eloy S. Inos recently signed two new laws for the CNMI.

House Local Bill 19-22, entitled “To appropriate $44,000 from local license fees collected for poker and pachinko slot machines in the First Senatorial District; and for other purposes,” has now become Rota Local Law 19-02.

The bill was passed unanimously by the Rota Legislative Delegation of the 19th Northern Mariana Islands Commonwealth Legislature on first and final reading last June 9.

The bill was authored by Rep. Glenn Maratita (R-Rota).

Out of the amount, $30,650 is allocated to the Department of Finance for the purpose of providing the monthly subsistence allowance for residents of the First Senatorial District who are undergoing dialysis treatment and treatment for terminal illnesses covering final payment for October 2014, full payment for November 2014, and, partial payment for December 2014.

Under Rota Local Law 19-02, the expenditure authority will be the Finance secretary.

The remaining amount of $13,350 will be allocated for the Rota Municipal Scholarship and the expenditure authority will be the chairperson of the Rota Municipal Scholarship Foundation Board.

Another law that has been signed is Senate Bill 19-08, which now becomes Public Law 19-1.

The bill was authored by Sens. Justo S. Quitugua (Ind-Saipan), Arnold I. Palacios (R-Saipan), and Sixto K. Igisomar (R-Saipan).

According to the bill, the duration of the inauguration session in which the House of Representatives and Senate conduct its first session for organizational purposes has steadily increased over the past several years.

The previous law mandates that the session be at 11am for both. The purpose of the bill is to make the organization session be conducted at 10am by the House and 11 am by the Senate.
