CPUC hearing on rate changes on Thurs.

Proposed utility rate changes will be heard at the Commonwealth Public Utilities Commission public hearing this Thursday, May 7, at the Pedro P. Tenorio Multi-Purpose Center in Susupe.

In February, the Commonwealth Utilities Corp. board approved four rate cases to be presented before CPUC: to change the rate reconciliation process for the levelized energy adjustment clause, or LEAC; to extend the infrastructure surcharge that is set to expire in May; to replace the residential inverted block rate with a flat rate; and to eliminate the water electric charge.

CUC executive director Alan Fletcher said they filed cases that won’t be heard this time around but they did file. Things that will be discussed are some of the “key issues,” he said.

“We’re in discussions all week with the consultant of the Public Utilities Commission,” he said in preparation for the hearing.

In terms of revenue, CUC is not expecting additional revenue from changes to the LEAC reconciliation as reported earlier.

The infrastructure surcharge, to be renamed the “debt service surcharge,” would provide CUC an additional $4.7 million. That charge expired this May.

The replacement of the inverted block residential rate with a uniform residential rate will provide CUC about another $1 million in revenue, according to CUC.

In total, this would give CUC about $5.8 million in additional revenue and allow them to break even in the next 12 months.
