Man allegedly harasses ex-lawmaker’s wife, hits cop

A former Department of Corrections officer allegedly sexually harassed the wife of former representative Juan Reyes inside a restaurant in Chalan Piao and then hit a police officer with a baton as he tried to escape Thursday at noon.

Police officer David Rabauliman managed to grab the baton from the suspect, Thomas Cabrera Camacho, while police officer Edwin Aguon sprayed him with pepper mace to subdue him.

Camacho, 54, was arrested for assault with a dangerous weapon, disturbing the peace, resisting arrest, and obstructing justice.

At a bail hearing on Friday afternoon, Camacho told Superior Court Associate Judge Joseph N. Camacho that he works for the Central Intelligence Agency and that he cannot disclose his salary.

Camacho used to own the Summer Holiday Hotel in Garapan.

Assistant public defender Mathew Meyer, counsel for the suspect, asked the court for a mental evaluation of his client.

Judge Camacho imposed a $10,000 cash bail and instructed Meyer to submit in writing the motion for mental evaluation.

Preliminary hearing will be on April 20 at 9am.

Police detective Vincent A. Igisaiar stated in his report that the Department of Public Safety received a call on Thursday at 12:04pm from the wife of former representative Reyes that Camacho was harassing her at Gold Ribbon Restaurant in Chalan Piao.

When Rabauliman and Aguon arrived at Gold Ribbon, they saw Camacho arguing with a cashier.

Rabauliman repeatedly asked Camacho to step outside, but the defendant refused and pulled out a baton and threatened to hit the officer with it.

Camacho then fled through the back door of the restaurant and crossed the road to Subway Restaurant. Outside Subway, the suspect twice attempted to hit Rabauliman with the baton before running through the Sablan Building to the exit toward As Perdido Road.

Along As Perdido Road, Camacho allegedly hit Rabauliman with the baton on the right hand.

Rabauliman and Aguon later subdued Camacho and arrested him.

In Igisaiar’s interview with the victim, she stated that Camacho was paying at the counter when she arrived at Gold Ribbon. As she was choosing her order, Camacho was talking and moving closer to her. When she asked if he was talking to her, he replied that he was. Camacho then pointed a key at her crotch.

When she told him her husband is Liling (Reyes), he stopped moving closer and said he knows Liling and that Liling came to his house and trashed his plants. He told her to call her husband so he could kick him.

She went outside the restaurant but he followed her. Scared, she went back inside. He followed her, again pointing the key to her crotch, telling her she has “nice private parts.”

The victim fled inside the restaurant’s kitchen, where she called police. Camacho followed her to the kitchen but later backed out.

When the officers arrived, Camacho tried hitting one of them with his baton. She got more frightened and, with the assistance of the cashier, she hid in the office until she was informed that Camacho had fled.

She called her husband and they later went to the police to file a complaint.
