Fitial withdraws 3 nominations

Gov. Benigno R. Fitial withdrew on Monday and Tuesday three of his recent nominations to the NMI Retirement Fund board, Commonwealth Election Commission and Board of Professional Licensing, but press secretary Angel Demapan said yesterday that these were the result of the nominees’ decision to decline the appointments.

“They cited personal reasons for declining the nominations,” Demapan said.

The three withdrawn nominations were those of Juan S. Torres to serve a four-year term on the Fund board representing Saipan; Candido I. Castro to serve as a member of BPL representing Saipan as a surveyor; and Joseph P. Rosario to serve on the Commonwealth Election Commission representing Saipan.

Their appointments require the Senate’s advice and consent.

Senate President Paul Manglona (Ind-Rota) acknowledged receiving the governor’s letter withdrawing his nominations of the three. He said it is unusual for three nominees to be withdrawn, but that he respects the governor’s decision to do so.

Sen. Frank Cruz (R-Tinian), chairman of the Senate Committee on Executive Appointments and Government Investigations, said yesterday there’s not much to say about the withdrawal of the nominations because it is the governor’s prerogative to do so.

Fitial also recently recalled his renomination of former Fund board chair Sixto Igisomar so he could re-appoint him. The Senate EAGI Committee was poised to recommend rejecting Igisomar’s nomination.
