What went wrong in the first place?
The plan of correction that CHC is now saying only means that CHC had a plan addressing all of CMS’ mandates all along, except that nothing worked well. So, this correcting plan is a work-in-progress timetable, and the general public is being assured by CHC the plan is to correct the elements in an unworkable plan. Now, we are being told that exercise in futility is a foregone conclusion because all administrative actions should fall in place, and key administrative staff team is actually organized and placed in-charge of the whole process.
The plan of plans is now shaping up as a productive economic measure, but we will never know what this is all about until CHC stipulates in simple and clear terms what was performed that went wrong and resulted in what it is today. In other words, we would never know what wrongs are being cured by the values of the right ways being addressed by the plan of corrections. So, what are the elements that CHC is correcting by way of the plan of corrections it says as the panacea to satisfy all doubts of CMS? If the plan of corrections is an economic platform, would it serve to avoid what CHC said it would be shorted by some $22 million if it stays the course without the plan of corrections? This sounds like an opportunity cost, and the CEO seems to be suggesting she is not the responsible party for all this mess.
