Admin drafts EOs on DPS-DOC merger, transfer of DCCA offices

With less than two weeks to go before the start of fiscal year 2012, the Fitial administration is now drafting two separate executive orders-one that will merge the Department of Public Safety and the Department of Corrections, and another that will transfer at least three offices under the Department of Community and Cultural Affairs to the Indigenous Affairs Office.

Press secretary Angel Demapan, in an interview yesterday, said these mergers and transfers are intended to take effect by the start of fiscal year 2012 on Oct. 1.

He said when DPS and Corrections merge, Public Safety Commissioner Ray Mafnas will remain as the head of both offices.

Besides the transfer of offices under DCCA to the Indigenous Affairs Office, there may be other agencies that will be transferred to DCCA.

These mergers and transfers were among the recommendations by independent firm Management Analysis Inc. that conducted a desk audit on DCCA and DPS last year.

The merger of DPS and Corrections will come seven years after Fitial’s predecessor, Juan N. Babauta, separated the two.
