CUC seeks contractor that will manage SO2 projects
The Commonwealth Utilities Corp. is now soliciting bids for a company that will help the utilities agency complete several court-mandated projects, according to CUC board chair David Sablan Jr.
The Engineering and Environmental Management Company, or EEMC, which will overlook and complete CUC projects under stipulated order No. 2, was required by U.S District Court for the NMI designated judge David O. Carter in his final order on the agreement hammered out between the U.S Environmental Protection Agency, CUC, and the CNMI government in September.
Stipulated order No. 2 is a consent agreement between EPA, CUC, and CNMI for CUC to come into compliance with the Clean Water Act and other environmental laws and regulations.
SO2 addresses oil spill prevention, preparedness and response for oil storage facilities on Saipan and Rota and covers power plants 1 and 2 and oil storage in Lower Base, an eight-inch steel pipeline transferring oil from the Mobil Marine Terminal gate valve to power plants 1 and 2, Power Plant 3 near the Saipan International Airport, Power Plant 4 in Puerto Rico, and the power plant in Songsong, Rota.
CUC executive director Alan Fletcher told Saipan Tribune that the EEMC would furnish the necessary personnel, material, equipment, services, and facilities to perform the projects.
Fletcher said the EEMC will include key personnel and “fixed labor rates” to comply with a fixed period. The total value of the letter of engagement for an EEMC is estimated at $20 million.
“Those interested for the EEMC proposal will have to submit information that includes details on how they will perform the tasks,” Fletcher said.
