Truck flips on its side at Chalan Kiya intersection
A cement mixer truck lost control and flipped on its side as it maneuvered the curve at the Chalan Kiya intersection near Payless Shoe Store Friday noon.
Responding police officers rescued the driver, who was trapped in the wrecked truck. The driver, identified as Romy Palisoc, sustained injuries and was brought to the hospital.

The Department of Public Safety has yet to release details of the accident to the media.
Saipan Tribune learned that the cement mixer truck—with license plate HE-3083—was travelling along Middle Road or Chalan Pale Arnold on its way to CMS Quarry in Kannat Tabla.
As Palisoc maneuvered the truck to the left at the intersection of Chalan Monsignor Guerrero Road, he lost control and the cement mixer flipped on its right side.
The truck then slammed into the railings on the side of the road. The truck’s cement mixer drum struck the railings and the traffic light post.
A heavy equipment operator said that Palisoc, his co-worker, could not get out from the truck as his feet were pinned in the wreckage.
The co-worker said Palisoc was able to call their office’s base for assistance.
He said responding police officers and medics pulled out Palisoc and brought him to the Commonwealth Health Center.
Fortunately for Palisoc, the co-worker said, the cement mixer is a left-handed drive and that it’s the right portion of the truck that was extensively damaged when it flipped on its side and slammed into the railings and traffic post.
A billboard for three GOP candidates that was among the billboards erected near the side of the railings was blown out due to the strong impact. The railings were also dented.
Palisoc was reportedly on his way to CMS Quarry in Kannat Tabla when the accident happened. The truck’s drum had no cement at that time.
The mixer was pulled out from the scene a couple of hours later. The accident caused traffic in Chalan Kiya and San Jose areas.
There was no word yet from DPS as to what caused the cement mixer to flip. Police placed the incident under investigation.
