Best Sunshine lawyers discuss utility vouchers with CUC

Best Sunshine legal counsels Viola Alepuyo and Charles McDonald discussed with the Commonwealth Utilities Corp. board the Hong Kong investor’s offer to give away $10 million in utility vouchers to the local community.

According to CUC legal counsel James Sirok, they have been meeting with Best Sunshine about the $10 million to be distributed to the public and that CUC was to take the lead in the matter.

Alepuyo said they have submitted a preliminary letter to CUC about what Best Sunshine called its planned “community chest,” where funds would be dispersed based on the survey that was done back in July.

“Based on the survey of the community members, utilities was the top [concern] so Best Sunshine decided to give funds for utility bills,” Alepuyo said.

She said Best Sunshine’s parent company, Imperial Pacific International Holdings Ltd., met yesterday about the matter.

CUC board chair David Sablan Jr. told Alepuyo that they are happy with the funds being provided but asked if there is any plan on eligibility requirements.

CUC executive director Alan Fletcher said that one of Best Sunshine’s requirements is a voucher application form and that Best Sunshine is asking CUC to help with the manpower to determine eligibility.

According to Sablan, though, the eligibility requirement has to be up to Best Sunshine.

“I think Best Sunshine should come up with the eligibility requirements on determining who will be given the vouchers. We have different accounts here in CUC and it’s just not the residential. So determining who is eligible should be decided by Best Sunshine,” Sablan said.

Sablan also told Best Sunshine that helping out with delinquent and aged accounts would help CUC more, and in fairness to “good payers.”

He instructed Fletcher and Sirok to work with Best Sunshine on the matter.
