Girl testifies she had sex, including foursome, with Roberto

A 16-year-old girl testified Friday in federal court about her alleged numerous sex encounters with former acting Division of Fish and Wildlife director Raymond B. Roberto in 2013, including a foursome with him and two other underage girls.

The girl, who was 15 when the alleged sex occurred, said that Roberto would pay her in exchange for having sex with him and that he also paid the two other girls.

The girl will continue her testimony today, Monday, in the trial of the 40-year-old Roberto, who is charged with three counts of enticing three underage girls to engage in prostitution and one count of witness tampering.

The girl took the witness stand after FBI special agent Joe McDoulett completed his testimony Friday morning. Guam attorney David J. Lujan, lead counsel for Roberto, grilled the special agent from Thursday to Friday morning.

The girl testified that in the first incident, Roberto picked her up with his Toyota Tacoma and drove her to the Parkville Motel in Gualo Rai. Inside the motel, Roberto reportedly told her to remove her clothes. She said she was scared so she took off her clothes.

When Assistant U.S. Attorney Rami S. Badawy asked what happened next, the girl, who kept swinging her chair throughout her testimony, paused for a few seconds, then answered, “I had sexual intercourse with Ray [Roberto].”

Roberto, who was seated next to one of his two counsels, was seen writing notes on a pad.

The girl said Roberto gave her $150 cash in exchange for sex and dropped her off in As Matuis.

After that, she said, she had sex with Roberto at least twice or thrice a week, always in exchange for money. She said she and Roberto communicated through text messages.

The girl said she saved on her contact list the name “Jerald” for Roberto so if anybody gets her cell phone, nobody would know him.

She said Roberto stated one time that he wanted to have sex with other girls her age. She said she then reached out to a friend and a third cousin, who were the same age as she was.

The girl said at first she told her friend that she had a babysitting job, but later told her that she was actually having sex for a fee.

She said after exchanging text messages, Roberto picked her up at Bantalan (Sugar Dock) then they proceeded to a road near CYC Market in Kagman. She said her friend and her third cousin were there, waiting for her and Roberto.

The girl said they went to Parkville Motel where they had sex with Roberto. After that, she said Roberto gave them $300 and they shared $100 each.

The girl also identified a photo of Roberto’s Tacoma truck that he used in picking them up and dropping them off.

After their April 19 sexual encounter, the girl said she and Roberto had more sex in exchange for money. She said she and Roberto had sex at his residence on Airport Road and at his farm next to the Benavente Apartments in As Lito.
