DPS warns against plan to block Saipan highway

It has come to the attention of the Department of Public Safety that certain individuals have intentions of blocking portions of Commonwealth highways in response to a civil matter with the CNMI government. The blocking of the roadways is not only a hazard to motorists but also restricts the transit of motorists, impacting day-to-day operations. The blockages are also hazardous to emergency vehicles needing to move freely about the island in case of emergency situations.

The Department of Public Safety would like to remind the citizens of the Commonwealth that this type of action of blocking the roadway in anyway is a violation of the law.

9 CMC 5802(b) states: No person may throw any missile, circular, pamphlet or other materials at the occupants of any vehicle or throw or place any substance upon any public highway injurious or damaging to the public highway or to vehicles.

Law enforcement officers will direct individuals that have blocked the roadway to remove such blockage in accordance with the law. Failure to follow the specific order of the law enforcement officer will result in further violations, up to or including arrest. [I](DPS)
