2nd suspect in alleged beating, attempted robbery is arrested

Police arrested Wednesday afternoon the second suspect in the alleged beating of four male juveniles during an attempted robbery in Garapan.
Michael Chipwelong, 24, was arrested for attempted robbery, assault with a dangerous weapon, assault and battery, and disturbing the peace.
Chipwelong was taken to the Superior Court yesterday afternoon for his initial court appearance. His bail was set at $11,250 cash. Preliminary hearing is on Sept. 8 at 9am.
A private counsel will be appointed for Chipwelong.
Presiding Judge Robert C. Naraja prohibited Chipwelong from having direct or indirect contact with the four alleged victims.
As part of his bail conditions, Chipwelong is also barred from consuming any alcoholic beverages.
Chipwelong’s companion, Joy I. Fred, 19, was arrested on Wednesday at noon and was taken to court that afternoon. The same bail amount was imposed on Fred.
Police investigation showed that four male juveniles-ages 14, 15, 16, and 17-were walking toward Garapan Street Market when Fred and Chipwelong, who appeared intoxicated, approached them near Dollar Days in western Garapan last Thursday, Aug. 25, at 6:37pm.
Fred allegedly demanded money from the juveniles and when the juveniles replied that none of them had any, the suspects tried to take the watch and necklace of the two juveniles.
A fight ensued between Fred and Chipwelong and the two juveniles.
Fred chased one victim and tried to hit him with a coconut as the three other juveniles ran away.
When the four juveniles reached Duty Free Shoppers in Garapan, one of them sought help from a security personnel, who called the police.
Police officers later found the suspects near Capitol Bowling Center in Garapan. The two were arrested and were later released as police conducted further investigation.
Police served arrest warrants on the suspects on Wednesday.
