More clarification from PSS

PSS prides itself that since the start of the HQT conditions for teachers, the SAT-10 aggregate scores for all students has doubled. Does this mean that PSS is satisfied with the dismal high school graduate of school year 2010 whose reading proficiency performance was at below the 9th grade level? So, if these graduates were 8th grade students four years ago, then the SAT-10 results for school year 2010 was really a reflection of stagnation in the education outcome of high school graduates of school year 2010. We need more information from PSS about this situation, and explain the numbers in layman’s terms for all to understand.
