Zachares show-cause order withdrawn

U.S. District Court for the NMI Chief Judge Ramona V. Manglona has withdrawn her order directing former Labor and Immigration secretary Mark D. Zachares to explain why he should not be disbarred from practicing law in federal court.

In an order issued Wednesday, Manglona said it has now been confirmed that Zachares had not been admitted to the U.S. District Court for the NMI’s bar.

Manglona said in the 1990s, Zachares was an attorney for the Commonwealth and as such, he was eligible to practice, and may have practiced, before the district court while so employed.

Manglona said that, according to the order of attorney discipline issued by Superior Court associate judge David A. Wiseman, Zachares no longer resides in the CNMI.

“Because Mr. Zachares is not admitted to practice before this court, he is not subject to the court’s disciplinary jurisdiction. For this reason, the order to show cause is hereby withdrawn, and the case is hereby closed,” Manglona said.

Manglona issued the show cause order on Tuesday after she received a copy of Wiseman’s Jan. 24, 2012, order to disbar Zachares from the practice of law in CNMI courts and strike his name from the NMI Bar’s roll of admitted attorneys.

Wiseman ordered Zachares’ disbarment for his 2007 conviction of accepting bribes from convicted lobbyist Jack Abramoff.
