Froilan has 2 other consultants on $1 contracts
Rep. Froilan Tenorio (Cov-Saipan) said yesterday he has two other consultants on a $1 contract since March this year: former senator Maria Frica Pangelinan and Dr. Elizabeth Rechebei.
He said he plans to extend their contracts up to Sept. 30, 2012, if they agree.
“They are both smart people. The former senator knows her ways and loves to draft legislation. She has also helped with the comprehensive labor bill. Dr. Rechebei is also an education specialist,” said Tenorio.
Pangelinan served in the 16th Legislature. She was chair of the Senate Fiscal Affairs Committee. Rechebei is one of the recipients of the 2009 Governor’s Humanities Awards for preserving traditional and cultural practices.
Tenorio has a Maryland-based lawyer as consultant, David Cahn, for $300 to $350 an hour. He served as Tenorio’s counsel when Tenorio was still governor. Tenorio said he will extend Cahn’s contract until Sept. 30, 2012.
“As I said before, it’s worth it,” he said.
Other House and Senate members have also have their own independent contractors, including “consultants” instead of, or in addition to, full-time employees.
Among them are House Speaker Eli Cabrera (R-Saipan) who has a monthly contract of $2,500 with former House speaker Heinz Hofschneider starting in September. The Senate leadership also hired former lieutenant governor Diego Benavente on a $2,300 consultancy contract mainly on the fiscal year 2011 budget.
