Ex-DPL chief testifies at Reksid’s trial

Former Department of Public Lands secretary John DelRosario was among the witnesses called by the U.S. government in the ongoing jury trial of former DPL special assistant to the secretary Franz B. Reksid.

After the testimony of a federal special agent, assistant U.S. attorney Eric O’Malley called DelRosario to the witness stand.

When Saipan Tribune left the courtroom yesterday afternoon, DPL administrative assistant Mario Mark Cepeda was called by the prosecution to the witness stand.

DelRosario testified about the U.S. Environmental Protection Agency’s grants to DPL in the total amount of $550,000 that Reksid was involved in. DelRosario said the grants funded the removal and disposal of unexploded ordnance in Marpi.

Reksid served as DPL project manager.

O’Malley showed DelRosario an amended contract of the project, apparently prepared by Reksid, to which DelRosario said he could not recall signing.

Reksid is on trial for one count of bribery concerning a program receiving federal funds. Attorney Mark Hanson is his counsel.

The indictment alleged that Reksid solicited a $3,000 bribe from an owner of a business seeking to obtain the unexploded ordnance cleanup contract with DPL.

EPA funded the contract.
