Ogumoro is reinstated as DPS deputy chief—again

Controversial range master Ambrosio T. Ogumoro has been reinstated—again—as deputy commissioner of the Department of Public Safety, Saipan Tribune learned yesterday.

Sources said that DPS Commissioner Ramon Mafnas issued a memorandum either on Monday or Tuesday, appointing Ogumoro as deputy commissioner.

Press secretary Angel Demapan confirmed that Mafnas has indeed reinstated the range master to his former post.

“By law, the commissioner has this appointing authority,” Demapan said.

Demapan said his office has yet to receive a copy of Mafnas’ appointment letter.

Former DPS commissioner Santiago F. Tudela first terminated Ogumoro as deputy commissioner on May 19, 2010, but Gov. Benigno Fitial reinstated Ogumoro to the position on July 7, 2010.

In November 2010, Tudela again terminated Ogumoro as deputy commissioner for alleged retaliation against some employees and for having an expired employment status.

At that time, Tudela said that Ogumoro’s employment contract as range master expired on Sept. 30, 2010, and was not renewed. Tudela had also stated that Ogumoro’s appointment as deputy commissioner was never completed with a valid personnel action.

In March 2011, Tudela disclosed that the administration renewed Ogumoro’s employment contract as range master. As range master, Ogumoro is in charge of re-certifying law enforcers with their assigned guns.

At that time, Tudela stressed that Ogumoro did not get back his previous position as DPS deputy commissioner.
