Fitial nominates 2 to BPL

Gov. Benigno R. Fitial nominated on Tuesday two new individuals to serve on the Board of Professional Licensing, a day after re-appointing one to the same board.

Fitial named Herman B. Cabrera and Candido I. Castro to each serve a six-year term as a member of BPL.

Their appointment requires the advice and consent of the Senate.

If confirmed, Cabrera will fill an expired seat by Francisco Q. Guerrero, and his term will expire on May 25, 2017. Cabrera, an architect, will represent Saipan on the board.

Castro, a surveyor, will also represent Saipan on the board. If confirmed, he will fill an expired seat by Mitch Aaron, and his term will expire also on May 25, 2017.

“The lieutenant governor and I are confident that Mr. Castro/Mr. Cabrera is qualified and will be an asset on this important board,” Fitial said in two separate letters to Senate President Paul Manglona (Ind-Rota).

Last Monday, the governor renominated both NMI Retirement Fund board chair Bernadita C. Palacios and trustee Marian DLG. Tudela, a few days after recalling the renomination of former Fund board chair Sixto Igisomar so he could re-appoint him.

The Fund has lost its quorum as Palacios and Tudela’s terms expired on Thursday and yesterday.

Sen. Frank Cruz (R-Tinian), chairman of the Senate Committee on Executive Appointments and Government Investigations, said yesterday that the panel has yet to schedule a public hearing on Palacios and Tudela’s reappointments.

Fitial also renominated on the same day Roman S. Demapan to serve another six-year term on BPL representing Saipan.
