To the Mr. John DelRosario: Dysfunctional? The only dysfunctional people I see here is when a Secretary hides behind closed doors ripping off the people of the Commonwealth of their public land. Regarding the .50 cent copies, it’s funny that Taotao Tano is the only one being charged to pay for copies which in fact cost us $70 all together to get such copies. The camera we brought with us during the viewing of documents was to ensure that no pages were taken out, while you prepared your total charges for us.

As for your “pay in advance for all pages, including time of staff dedicated to compile and make photocopies of documents,” it’s just an excuse or scare tactic, preventing people from obtaining documents from your office. Not in our case, Mr. DelRosario, for we have equipment such as scanners to make copies. You could probably assign your homestead director to compile such documents since he spends most his day locked up in his office sleeping on the job behind his desk or simply have your loyal followers assist in compiling documents instead of sitting around.

On the position of federalization, the federal rules state that nonresident workers can apply through the administrative process and if they qualify they can stay. Dekada is a foreign organization headed by an individual making excuses to prolong his stay in our homeland to obtain permanent residency or green card.

Furthermore, stop making excuses and explain the Navy Hill homestead issue. Explain how you forced employees to resign, then later transferred them to CHC? Explain why those illegally issued homesteads have your signatures on them, Mr. Secretary? Explain how you converted a ponding basin at Standford San Vicente into homesteads to appease a political constituent. Explain why a moratorium on all homestead is in place but it’s open season internally. Explain why you hired three former members of the House of Representatives (Covenant constituents), completely wasting the time of other applicants who are probably more qualified than those backdoor hires of yours. And please explain why you paid monetary land compensations to known political constituents the minute you were appointed Secretary of DPL and later on complained that constitutionally it’s not your responsibility to pay out monetary land compensations, while the rest of those waiting patiently are still waiting. Explain why DPL has no money for homestead infrastructure such as sewer, water and power, but 500 homesteads are being issued on Tinian seven months before the gubernatorial election. Where did the funding come from? Explain why you wrote a letter of support using your official capacity to notify the Speaker of the House of how wealthy your investor, Flame Sako, is. Explain why are so involved with Flame Sako, to include assisting with their master plan, something they should have had in the first place to begin with before you secured the leasehold and making a mockery of our Legislative Branch.

Explain why you handed me OPA’s confidential audit reports on MPLA’s gross mismanagement and abuse of funding in the millions by former MPLA board members and staff and yet you are doing the same thing. Explain why you told the entire staff at DPL that you won your case against Connie Togawa in federal court, yet it’s the other way around and you forgot to mention to them that you had settled out of court. Mrs. Togowa might be muzzled but not me and it’s of public record.
