CPA study calls for ‘management stability’

A soon to be finalized study ordered by the Commonwealth Ports Authority is citing a need for the agency to fill key vacancies, acting director Lee Cabrera said in an interview Thursday.

CPA recently contracted with a private consulting firm to conduct the study, which examines rates at the local airport. The study is now in its final draft form and will soon be released, Cabrera said.

Among the key findings of the study is a recommendation that CPA’s board begin meeting once again—which it did this week—and for the agency to fill scores of staff and management level vacancies that are limiting its ability to operate, he added.

For example, CPA currently lacks a staff attorney, a staff engineer, an airport manager and will soon need a port manager, Cabrera said.

However, Cabrera declined to release information on the outcome of the study, which was intended to evaluate shipping rates and fees at the local airport. That aspect of it, he added, will likely be addressed in a board meeting Friday.

The study comes as a similar one for the CNMI’s seaports is soon to begin. Cabrera said consultants will be on hand at the local port next week to begin evaluating potential rate changes there.

Thursday marked Cabrera’s last full day as CPA’s director. He plans to take on a position with the Transportation Security Administration after an official director is appointed Friday, he said.
