Guam wastewater treatment plant to get $36.2M upgrade

The Naval Facilities Engineering Command Pacific awarded CDM Constructors, Inc., of Carlsbad, California, a $36.2 million, firm-fixed price contract yesterday for wastewater treatment plant repairs and upgrades at Naval Base, Guam.

The purpose of the project is to restore design capacity and operational capability to Navy Region Marianas’ Apra Harbor wastewater treatment plant, and to meet Environmental Protection Agency wastewater treatment requirements for discharged effluent. Project work will also include upgrades to process components and equipment, which will provide operational reliability and efficiency to the system.

“The Navy’s wastewater treatment plant at Apra Harbor is showing its age, and this project is essentially a complete overhaul of the plant,” said Captain Paul Fuligni, regional engineer, Navy Region Marianas and commanding officer of NAVFAC Marianas.

“The investment will ensure the Navy can continue to properly treat sewage from the base and surrounding Navy housing areas in compliance with all environmental requirements. The project will also replace one of our major sewage lift stations serving the base waterfront, and provide for improved protection of the plant from major storms,” added Fuligni.

The contract calls for a larger capacity pump station, a new ultraviolet disinfection system, new influent and effluent pump station upgrades to a primary clarifier, and upgrades to the bio-towers and the odor control system.

“While not glamorous, our sewage system is absolutely essential to day-to-day operations here at Naval Base Guam. This is one of several projects for recapitalization of the Navy’s utilities infrastructure,” said Fuligni.

This contract was competitively procured with 79 solicitations issued and four proposals received. Work is expected to be completed by May 2010. [B][I](USN)[/I][/B]
