Off-island trainings and conferences put on hold

Gov. Benigno R. Fitial has ordered a ban on all off island training and conferences of all government departments and autonomous agencies.

In a memorandum Thursday, Fitial also directed departments and agencies to inform Training Director Peter C. Eche of any training and conferences that are requirements of federal grants. He said these special training will be reviewed to check their benefits to the Commonwealth.

“Our intent is not to interfere with legitimate, necessary training and conferences, but to ensure that CNMI training and conferences are meaningful and beneficial,” Fitial said in a memorandum Thursday.

The governor said the moratorium on off island training was part of efforts to maximize both local and federal funds.

Last month, Fitial created the Office of the Director of Training, centralizing all employee training within the CNMI government. The centralization includes policy-related employee development training, which is currently under the Office of Personnel Management.

According to the governor, the change is also intended to assist Northern Marianas College to remain focused on its academic and curriculum programs.

Eche was appointed to lead the new agency. He is responsible for approving all government training and training projects, including contracts, travel and associated costs.
