Woman allegedly steals money intended for registration fee

Police arrested Thursday a 50-year-old woman who allegedly stole $1,700 that was supposedly intended as payment for a permanent registration application.

Elizabeth A. Berganio was arrested for theft by failure to make required disposition of funds received.

At Monday’s hearing, Superior Court associate judge Kenneth L. Govendo imposed a $500 cash bail for Berganio’s temporary release.

Detective Alexander Sakisat stated in his report that their investigation began on Nov. 3 when Zacarias Sakisat went to the Department of Public Safety to file a complaint against the defendant.

Detective Sakisat said that, according to the complaint, Zacarias Sakisat’s wife, Yingshun, paid $300 to Berganio in May last year for the proc essing fee for her permanent registration application.

In June 2010, the Sakisat couple brought Berganio to the Chalan Kanoa Post Office to purchase money order worth $1,700 as payment for Mrs. Sakisat’s permanent registration application. Berganio then offered to bring the money order forms home and fill them up. Later that afternoon, Berganio presented Mrs. Sakisat with the filled-out money order form. When Mrs. Sakisat signed the documents, Berganio asked for another $20 to pay for sending the money order.

Berganio asked Mrs. Sakisat to wait for two to three weeks to receive through mail the documents regarding her permanent registration application.

The documents never came.

Mrs. Sakisat learned from U.S. Citizenship and Immigration Services in November 2010 that its Hawaii Office never received any application for permanent registration that she applied for.

Police learned that copies of the receipts of the money order obtained from the U.S. Department of Homeland Security indicated that none of the transactions was for the processing of Mrs. Sakisat’s application.
