CJPA gets new chief

The Fitial administration yesterday announced the appointment of a new executive director for the Criminal Justice Planning Agency.

CJPA, which manages various federal grant programs, will now be headed by American Samoa-born Jerome Ierome. His appointment became effective Wednesday, Oct. 18, 2006.

He replaced former Rep. Clyde K. Norita, who was appointed to the post on June 12, 2006. Norita is now the executive director of the Commonwealth Ports Authority.

Ierome is the president of Winds of Change Inc., a small locally based business that focuses on grant proposal research, development, management, and evaluation.

Ierome’s professional biography states that he established the business in 2004 “with an understanding that identifying funds to support critical programs and improve service is an obstacle that all government agencies and community projects are experiencing from time to time.” As the company president, Ierome has provided technical assistance workshops and one-on-one support for local schools, organizations, and individuals applying for grants.

Ierome holds a bachelor’s degree in sociology from Loyola University of Chicago, Illinois. He also has a master’s degree in educational leadership from San Diego State University.

He has been a high school teacher and college instructor for both the Public School System and Northern Marianas College for 15 years. He also previously served as chair for the Health and Physical Education Department at NMC.

In 2004, he became the development director for Saipan Southern High School.

He also serves as a member of various councils, sports associations, and other community projects.
