2 men charged with illegal employment at Rifu, R&B
The Attorney General’s Office filed criminal charges yesterday against two persons who were allegedly responsible for illegally employing 22 of the 55 persons who were arrested during a raid at Rifu Apparel Corp. in As Lito and R&B Corp. in Chalan Kanoa.
Haiyu Han, 33, was charged with 12 counts of providing unlawful employment. Chong Ho Lee, 46, was charged with 10 counts of providing unlawful employment.
According to Immigration investigator Erwin Flores in court papers, it was Han who hired, supervised and paid the illegal workers at Rifu Apparel Corp. in As Lito.
Flores said Lee is the manager of R&B Corp. who hired some Chinese women and paid them with cash.
Han and Lee were also among those arrested during the raid conducted by agents from the Attorney General’s Investigative Unit on April 27, 2006.
Assistant attorney general Kevin Lynch stated in the information that Han employed Manying Mao, Ju Liu, Dongping Yang, Yingzi Huang, and Goulan Lu, all Chinese tourists, “while knowing that the aliens do not have lawful documentation and authority to be so employed.”
The Division of Immigration recently filed deportation cases against the five alleged overstaying tourists.
Lynch said that Han also employed Yanling Su, Lili Zhao, Huoping Gao, Fenghua Lin, Meixiang Wang, Yangqin Ma, and Liying Zeng, all Chinese, “while knowing that these aliens do not have lawful and authority to be so employed.”
Immigration said records at the Labor and Immigration Identification Documentation System indicate that Han is employed at Rifu as a sewing machine operator.
Han would allegedly pay in cash and made the illegal workers sign a logbook to acknowledge payments.
The illegal workers were not paid an hourly rate, but for each piece of completed garment products, Immigration said.
Lynch said Lee employed Jun Yang, Shunzi Cui, Fuzi Quan, Yuzi Cui, Fengnan Li, Tiecheng Lu, Mingshu Li, Lianyu Li, Caihua Gan, and Jian Zhou, all Chinese, “while knowing that they do not have lawful documentation and authority to be so employed.”
